FS#1400 - purchase police pack > open effects menu = size of menu is too big / too much empty space is left

test version: 1.56(156)
test devices: iPad3_iOS9.3.5, iPadMini2_iOS10.3.3, iPadAir1_iOS11.1.2

Situation: I purchase the police pack. Now I enter the recording screen and open the effects menu

Problem: the size of the menu is too big: it has the same size as if all effects have been unlocked. As a result too much empty space is left → SC33
